Meeting a long-pending demand of over a crore defence veterans and 12
lakh serving jawans, the government substantially increased the
pension of ex-servicemen.

The new, revised pension would be implemented beginning this month,
Finance Minister Pranab Mukherjee told the Lok Sabha while presenting
the Budget for 2009-10.

In essence, the government has accepted the recommendation of the
high-level committee headed by Cabinet Secretary Mr. K M Chandrasekhar
that was set up in April to look into the defence pensioners' demands.

"Based on the recommendation of the committee headed by Cabinet
Secretary on 'One Rank-One Pension' (OROP), the government has decided
to substantially improve the pension of pre-January one, 2006 defence
pensioners below officer rank and bring pre-October 10, 1997
pensioners on par with post- October 10, 1997 pensioners,"
Mr.Mukherjee said.

It may be noted that the pre-January 1, 2006, pensioners were affected
following implementation of the Sixth Pay Commission recommendations
last October, while the pre- and post-October 10, 1997, pensioners
were impacted by the Fifth Pay Commission recommendations.

For long, organisations of ex-servicemen had been demanding that the
disparity in pension to personnel holding the same rank and service
record, but retiring at different points of time, be removed.The

PHAGWARA: Thousands of Dalits activists belonging to Ambedekar Sena
and Bahujan Samaj Party Monday went on rampage here and hold violent
demonstration against the Vienna incident which thirty people
sustained bullet injuries nine of them critically injured in attack by
some armed assailants who opened fire during a religious congregation
in a Gurdwara in Austria Sunday afternoon.

The protesters blocked vehicular road traffic in local sugar mills
chowk, Chachoki, Mehli-by pass, Dosanjh road, Chahal Nagar Chowk,
Prempura chowk near Hargobind Nagar, Khalwara gate and raised anti
government slogans against the violent incident of Austria. Some
Reports said that Sant Niranjan Dass of Balla Wale and his followers
including Sant Rama Nand sustained critical injuries in the firing.

The Protesters ransacked and damaged several vehicles including three
buses and half dozen cars at several blockade places.Phagwara DSP
Harkamalpreet Singh Khakh worked hard to restore the normalcy, but the
tension and panic was still continued and the violent armed protesters
were roaming at several places in the town till filing of the reports
.It was also learnt that few vehicles were set on fire by the
protesters near Rama Mandi tonight.

Former Minister Joginder Singh Maan has strongly condemned the
violent incident of Austria and urged the Security agencies to
maintain peace.He also appealed to the people to maintain peace and
communal harmony. It was learnt that 30 people have been wounded,
henine severely, in a shooting at an Indian temple.

The Jalandhar-Delhi road has been blocked even as curfew continued in
parts of Jalandhar city..A report from Hoshiarpur said that large
number of demonstrators came on roads in protest against the Vianna
incident.

A police spokesman Michael Takacs told Austria Press Agency five men
entered a place of worship for an Indian religious community early
afternoon on Sunday and started firing at those present. Police
arrested all five suspects, Takacs said.

Four ambulances and three medical helicopters were involved in

'Electors have a choice to not vote for any candidate'

With elections for Lok Sabha due on Wednesday in 14 of the 42 seats in
West Bengal, a senior poll official said on Wednesday that people who
did not wish to cast vote for any candidate could register at polling
booths and exercise their franchise under Rule 49(O) of the Conduct of
Election Rules, 1969.

"If someone doesn't have any candidate of his or her choice, he or she
can opt for 49(O)," state Chief Electoral officer Debashis Sen told
reporters at the Press Club here.

"As per this Act, under Section 49(O) a person can go to the polling
booth, confirm his identity, get his finger marked and convey to the
presiding election officer that he did not want to vote for anyone,"
Sen said. The person's vote will be cast but it will not go to any
particular candidate.

Sen said that the EC was trying to provide a button 'None of the
above' in EVMs, but as a case was pending in the Supreme Court it
could not be implemented, he said. "Once the Supreme Court gives
permission, the Commission will definitely use it," Sen said.

Sen also said, if a candidate won and those votes registered under
49(O) were more than the votes the winner candidate secured, then
there would be a re-poll.

In such a case the original candidates will be barred from contesting
since electors had already expressed their opinion, he said.

To a query that by exercising the provision under 49(O) voters could
put themselves at risk, Sen replied, "If you don't go to vote then
also you are identified and there too you are putting yourself at
risk."

"I request all people to go to polling stations and cast their vote," Sen said.

"Chhodna hai Italy ke dalal ko, pakadna hai Gujarat ke lal ko (You
want to release the middleman of Italy while sending the son of
Gujarat to jail)?" the advertisement asked.

It also criticised the Congress for the delay in executing the Supreme
Court's order to give death sentence to Afzal Guru, an accused in the
Parliament attack case in 2001.

"Terrorist Afzal has been made a guest while they are insulting the
pride of Gujarat (Modi)," it further added.

When you update MYSQL database, if some fields in the update query are under an index, the index table also is updates... on large tables and many queries this may cause extreme over load... to avoid this, use the below method to disable the index update before your update and then enable it after it.

ALTER TABLE table_name ENABLE KEYS


ALTER TABLE ... DISABLE KEYS tells MySQL to stop updating non-unique indexes.

ALTER TABLE ... ENABLE KEYS then should be used to re-create missing indexes.

MySQL does this with a special algorithm that is much faster than inserting keys one by one, so disabling keys before performing bulk insert operations should give a considerable speedup.

Using ALTER TABLE ... DISABLE KEYS requires the INDEX privilege in addition to the privileges mentioned earlier.

While the non-unique indexes are disabled, they are ignored for statements such as SELECT and EXPLAIN that otherwise would use them.

With swine flu outbreaks in several countries, India has initiated precautionary measures to guard against it, issuing an advisory for those visiting the affected nations and putting in place a screening mechanism for passengers coming from these nations.

Acting swiftly, the Union health ministry held a meeting on Monday to discuss measures to prevent the flu, which spreads among humans through contact with infected pigs, from reaching the country.

After the meeting, the travel advisory was issued for Mexico, the United States, the United Kingdom, France, Canada and New Zealand.

All passengers coming from these countries would be screened and those who have reached here till 10 days back would be tracked down and asked to report to the nearest medical centre, Director General Indian Council for Medical Research Dr V N Katoch said.
